Outreach/Programming Subcommittee Meeting
April 18, 2007

Meeting was called to order by Naomi Cupp.

Minutes from the January 10, 2007 meeting were approved with no objections.

Shannan Baker, Project Director for Vangel Marketing, was introduced. Shannan spoke about Vangel’s proposal for leading the promotions and education programs, then gave a strategic framework of goals being addressed. The proposal is expected to go to City Council for approval this summer. Examples were shown of print ad designs, messages and taglines and the committee members were favorable of information shown.


Reports: Project Manager’s Report: Ted Curtis talked about the Project Office, which will be taken out of the PR contract as a separate project. Staff is looking at store front space in the downtown area that best addresses the needs of the entire program. Four temporary staff have been hired to work in various capacities of the project.


Committee members were concerned that a 2010 completion date of the pilot project was not realistic and don’t feel it’s enough time to see a mode shift. Ted Curtis said a September kick-off date for PR efforts is expected and hope that will help promote behavior changes. 


An Open House is being held in May during Bike, Walk and Wheel Week to show progress of the projects. Chad Pfister with the University of Missouri said they plan to attend and will have maps to show what is being done on campus. Committee members signed up to help with the Open House.


A question was asked as to the role of the Promotion and Education committee now that Vangel would be handling the public relations.  Key roles were addressed for the committee to concentrate on: (1) a sounding board for citizens to get their comments and suggestions heard by the Advisory Committee, (2) to serve as a speaker’s bureau and (3) to help link Vangel to the community.


Chad Pfister updated the committee on MU’s bike program and their master bike plan.
